do you need to pay or does it run off your exisiting gamer tag? and is it only for certain games? or should i not be so lazy and click on the link to read for myself?

Lol you could do that, but for your benefit... Yes its free, and yes it uses your existing gamer tag (and thus spreads your gamer score across PC and Xbox games. And Yes its only for certain games - namely the Games for Windows - Live games, which include Shadowrun and the imminent GTAIV amongst a few others. You can play the games on PC against people on Xbox360 too.
Basically Games for Windows is Microsoft's quality control system for Windows-based gaming, similar to buying a game on Xbox thats guaranteed to work on the console. But for Windows.

I just got Fallout 3 on PC, and its part of "Games for Windows - Live". Once installed, it asked for my login and password, which I entered, and its now clear what it is. Xbox Live on Windows. Thats it. You can view friends and games like on Xbox 360, and it adds achievements to your Xbox 360 gamertag. The friends are also available from your 360 gamertag, making it really just an extension of the same experience. Oh, and rather cutely, it uses the "home" key to access it
